Latest work and learning policy developments include:
- Age discrimination regulations covering employment and learning came into force in October 2006, although it is too early to measure their impact. An Age Concern bid to extend the law to people over 65 has been referred to the European Court of Justice.
- A controversial Welfare Reform Bill has been passing through Parliament which will introduce a new benefit in 2008 for people out of work with health problems.
- The independent Freud Review reported to the Department for Work and Pensions in March and proposed that the Government out-sources welfare to work services for long-term clients.
- Recent statistics from the Department for Education and Skills show that the number of publicly-funded over-60 learners fell by 40% in just two years. The Department is preparing its response to the Treasury-commissioned Leitch Review which set out a vision for skills in 2020 last December.
