Bill of Rights: JCHR report

This report from the Joint Committee on Human Rights (JCHR) examines whether there is need for a British Bill of Rights. It considers who should be covered by a Bill; the potential impact on Parliament, the executive and the courts; whether the Bill should include new rights and also responsibilities for citizens; and the public consultation process on this issue. The Committee concludes that a Bill should be adopted to set out a shared vision of society. Annexed to the report is a possible draft Bill.

Combating discrimination and promoting equality: EC report

This European Commission analytical study aims to develop a conceptual framework for evaluating progress in equality and discrimination, and selecting a number of indicators against which progress can be measured and comparisons made between member states. The study also examines the statistical data available at international and national levels that could contribute to an evaluation of progress, identify shortcomings and propose corrective measures. For example, although much age-related data is available, it needs to be reworked to reveal age inequalities.

Equality Bill: government response to consultation

The government has published its response to last year’s Discrimination Law Review consultation, setting out proposals for an Equality Bill to simplify and strengthen the law. The Bill will include a single public sector equality duty consolidating the three existing equality duties as well as covering age, sexual orientation, religion and belief. It will also contain powers to introduce regulations to outlaw age discrimination in goods, facilities and services. Further consultation will take place on the design of this legislation.

Equality framework for local government: IDeA consultation

The Improvement and Development Agency for local government (IDeA) is consulting until 10 September on a revised Equality Framework for Local Government (EFLG), designed to reflect new equalities challenges including demographic change. EFLG is simpler and less resource intensive than the current Equality Standard for Local Government. Anticipating an integrated public sector equality duty under the forthcoming Equality Bill, the framework covers all six equality ‘strands’, including age. It reflects the definition of equality adopted by the Equalities Review, with an emphasis on equal life chances.

Human rights of older people in health and social care: Age Concern report

Age Concern has produced a progress report on the human rights of older people in health and social care. It reviews recommendations made by the Joint Committee on Human Rights on the same issue in 2007. The review concludes that there is still much work to be done by government, regulators and other national bodies, as well as service providers on the front line, before we can be confident that older people’s human rights will be protected when they need care.
