Our 10 tests for the Green Paper on care and support reform

In July 2009 the Government announced new proposals to improve the quality of care and support for older people. We have used 10 tests to assess whether these proposals really will improve the quality of care.

Our ten tests

Does the Green Paper?

  1. Recognise the care and support system is creaking at the seams and that more money is needed to fix it?
  2. Add to the dignity and independence of older people and increase the choice and control they have over their own care?
  3. Make more services available to people who need support but are currently denied help?
  4. Protect disability benefits such as Disability Living Allowance and Attendance Allowance?
  5. Contain plans for more preventative services to avoid the need for intensive support?
  6. Contain new proposals for a funding system which guarantees free quality care for the poorest and pays a share of the costs for everyone?
  7. Propose new ways to support carers to make sure they do not have to sacrifice their health‚ social relationships and financial security to care for a loved one?
  8. Secure age equality?
  9. Look to create a care and support system that is understandable‚ transparent and easy to deal with?
  10. Convince politicians to make fixing the care and support system an urgent priority?
